How we can expect Express Entry to change in 2023

The Express Entry draw, which invites international skilled workers to Canada by offering permanent residency, will undergo significant changes in 2023. The government has stated that changes are required to address the country's severe labor shortage.

Immigration Minister Sean Fraser commented on the matter that the current Express Entry all-program draws do not effectively assist Canada in attracting foreign nationals who best fit the country's most in-demand skills and qualifications.

According to him, as a result of these adjustments, Canada "may see an improvement in retention rates [among those who settle in particular places] because individuals are coming in where they know they have potential because that was the foundation of their invitation to apply."

As a result, starting in the next year, Immigration, Refugees and Citizenship Canada (IRCC) plan to start holding targeted Express Entry drawings. According to the plan, individuals will be chosen for Canadian permanent residency by Express Entry based on their occupation, language proficiency, and/or educational background.

To eventually settle on the specifics of the new structure, IRCC states that it would "consult a wide variety of stakeholders to inform new categories under Express Entry."

How will Express Entry change in 2023?

IRCC will conduct Express Entry draws as usual for the time being. In other words, a set number of invitations to apply (ITAs) for Canadian PR will be distributed every two weeks based on CRS scores.

Age, proficiency in an official language, prior work experience in Canada, and other factors are taken into account when calculating CRS scores. Additionally, this procedure occasionally prevents the right kind of candidate from receiving the ITA.

In order to better focus on addressing specific areas of labor market need and weakness, the Express Entry system will stop focusing on CRS scores as of 2023 and instead conduct draws that let Canada welcome immigrants.

Canada intends to accept 500,000 more immigrants by 2025

Canada aims to increase the number of immigrants in the next few years. According to the recently released Immigration Levels Plan 2023-2025, 465,000 new immigrants are expected to arrive in 2023. This figure is expected to rise further as the country targets 485,000 new immigrants in 2024 and 500,000 in 2025.
